Executive Committee Rules

Name

Article 1

This organization shall be known as the World Tsunami Day High School Student Summit Executive Committee (hereinafter referred to as the "Executive Committee"). The name of the Committee shall be

Objective

Article 2

The Executive Committee shall be established for the purpose of smoothly and effectively implementing the "World Tsunami Day 2022 High School Student Summit in Niigata" (hereinafter referred to as the "Summit") and related activities. The purpose of the Executive Committee is to ensure the smooth and effective implementation of the "World Tsunami Day 2022 High School Student Summit in Niigata" (hereinafter referred to as the "Summit") and related activities.

Business

Article 3

The Executive Committee shall perform the following duties in order to achieve the objectives described in the preceding article.

  • (1)Matters related to the planning and operation of the Summit and related projects
  • (2)Matters related to PR for the Summit and related projects
  • (3)Other matters necessary to achieve the purposes of the preceding article.

Organization

Article 4

The organizations constituting the Executive Committee shall be as shown in Appendix 1. However, this shall not apply to organizations that have applied to join or withdraw from the committee since its establishment.

  • 2The members of the Executive Committee shall be those who hold the positions listed in Appendix 2.
  • 3Upon receiving a request for admission or withdrawal from membership, the President shall consult with the General Assembly.
  • 4In the event of a change in a committee member, his/her successor shall be deemed to be a member of the committee. In such a case, the original committee member shall promptly report to the Chairperson.

Officer

Article 5

The Executive Committee shall have the following officers

  • (1)Chairman
  • (2)Acting chairman
  • (3)Vice president
  • (4)Acting vice-president
  • (5)Supervisor
  • 2The Chairman shall be the Governor of Niigata Prefecture.
  • 3The Acting Chairman shall be the Vice Governor of Niigata Prefecture.
  • 4The Vice President shall be the Mayor of Niigata City.
  • 5The Acting Vice President shall be the Vice Mayor of Niigata City.
  • 6The auditor shall be the Superintendent of Education of the Niigata Prefectural Board of Education.

Responsibilities of Board Members

Article 6

The Chairman shall represent the Executive Committee and preside over the affairs of the Association.

  • 2The Acting President shall assist the President and, in the absence of the President, act on his/her behalf.
  • 3The Vice President shall assist the President, and in the absence of the Acting President, shall act for the President.
  • 4The Acting Vice-President shall act for the Vice-President in his/her absence.
  • 5The Auditor shall audit the accounts of the Executive Committee.

Term of office

Article 7

The term of office of the officers shall be until the Executive Committee is dissolved.

General meeting

Article 8

General meetings of the Executive Committee shall be convened by the President as necessary.

  • 2The Chairman of the General Assembly shall be the President or a person designated by the President.
  • 3The General Assembly shall consist of the President, Acting President, Vice-Presidents, Acting Vice-Presidents, Auditors and Committee members, and shall deliberate and vote on the following matters
  • (1)Matters relating to the enactment, amendment, or repeal of the Articles of Incorporation
  • (2)Plan for projects listed in Article 3.
  • (3)Budget and settlement of accounts
  • (4)Any other matters deemed necessary to achieve the purposes of Article 2.
  • 4A general meeting may not be held unless a majority of the Committee members are present.
  • 5If a Committee member is unable to attend the General Assembly, he/she may have a proxy attend the meeting or delegate voting to the chairperson or any other Committee member. In this case, the member shall be deemed to be present for the purpose of application of the preceding paragraph.
  • 6The agenda of the General Assembly shall be decided by a majority of the Committee members present, and in the event of a tie, the Chair shall decide.
  • 7The Chairman may, if necessary, have persons other than members of the Committee attend the General Assembly.
  • 8If it is difficult to open the meeting, the Chairman may substitute a resolution of the meeting in writing.

Acting arbitrarily on one's own authority

Article 9

The Chairperson may make an exclusive decision on matters to be resolved at a meeting when there is no time to convene a meeting.

  • 2When the chairperson has made an exclusive decision pursuant to the preceding paragraph, he/she shall promptly report it to the committee members and seek their approval.

Financial affairs

Article 10

Expenses of the Executive Committee shall be met from contributions and other income.

Secretariat

Article 11

A secretariat shall be established to handle the affairs of the Executive Committee.

  • 2Matters necessary for the operation of the secretariat shall be determined separately.

Dissolution

Article 12

The Executive Committee shall be dissolved when the objectives of the project have been achieved.

Other

Article 13

Committee members shall not

  • (1)A person who is recognized as a member of a crime syndicate ("Boryokudan") or a member of a crime syndicate as defined in Article 2, Item 2 of the Law Concerning Prevention of Unjust Acts by Boryokudan (Law No. 77, 1991).
  • (2)Persons who violate laws and regulations or public order and morals
  • (3)Those who may use the Executive Committee for specific political, ideological, or religious activities.
  • (4)Persons who may damage the dignity of the Executive Committee or hinder correct understanding
  • (5)Any other person whom the Chairman deems inappropriate.
  • 2If the President determines that a member of the Committee falls under the preceding paragraph, he/she may be dismissed from the Committee after consulting with the Board of Directors.

Other

Article 14

In addition to the provisions of these Rules and Regulations, matters necessary for the operation of the Executive Committee shall be determined separately by the President.

Supplementary Provisions

These Rules and Regulations shall go into effect on February 17, 2020.

Supplementary Provisions

These Rules and Regulations shall come into effect on May 17, 2022.
